The provincial government of Pangasinan in coordination with the National Archives of the Philippines (NAP) implemented the Records Disposition Program. Through a video presentation for the virtual seminar on Records Disposition Administration held on June 14-18, 2021, Dr. Irmina B. Francisco, Chief Administrative Officer of Pangasinan narrated their journey in establishing a well-structured and organized policy in records management.

Dr. Francisco shared that upon her appointment as the overall Program Director of the Provincial Records Management Improvement Committee (PRMIC), they immediately conducted a thorough review of existing records holdings and policies of the province. It was then revealed that the provincial government of Pangasinan does not have a standard policy on records management.

Because of this, the PRMIC through the support of Pangasinan Governor Amado Espino III, and with the guidance of NAP was able to revitalize and implement a systemic and organized records management program.

According to Dr. Francisco, they also conducted a modified manner of records disposal or the plow under method, in support of the organic farming of the Agriculture Office of Pangasinan’s vermicomposting project.
